< Back Corporal Mark Vogel graduates FEMA Executive Academy The deputy emergency management coordinator attended FEMA’s National Emergency Management Executive Academy in Emmitsburg, MD. Previous Next Corporal Mark Vogel, CEM , the deputy emergency management coordinator for the Sussex County Sheriff’s Office, recently graduated from FEMA’s National Emergency Management Executive Academy in Emmitsburg, MD. Corporal Vogel, who has served as deputy emergency management coordinator for the past fifteen years, completed the full curriculum that supports the advancement of the emergency management profession at strategic policy and executive leadership levels. This program has enhanced his talents in emergency management through critical thinking, visionary strategic planning, negotiation, and conflict resolution applied to complex real-world problems. Corporal Vogel completed the four resident courses in the Executive Academy to include: E0680 Examining Emergency Management Policy and Doctrine; E0682 Leading Complex Systems; E0684 Interpreting the Contemporary Emergency Management Environment; E0686 Creating the Emergency Management Stakeholder Community; and a collaborative capstone project. The Executive Academy instills emergency management leaders with a deeper understanding of contemporary and emerging emergency management issues, debates and public policy. It provides insights, theories, tools and resources that enable decision-makers to think and act more strategically and to build capacity to protect against, prepare for, respond to, recover from, and mitigate all types of disasters. Sheriff Strada, stating that Corporal Vogel’s training will continue to enhance the operations of the Sussex County Sheriff’s Office, Division of Emergency Management, commends Corporal Vogel for graduating from this prestigious program. < Back Sussex County Sheriff’s Office Hires Five New Officers ​ Previous Next Sheriff Michael F. Strada is pleased to announce the hiring of five new Sheriff’s Officers in the Sussex County Sheriff’s Office Bureau of Law Enforcement. At a ceremony held at the Sheriff’s Emergency Operations Center earlier this week, Sheriff Strada administered the Oath of Office to the following new Sheriff’s Officers. Brian Gallagher A lifelong resident of Sussex County and a 2011 graduate of Wallkill Valley Regional High School, Sheriff’s Officer Gallagher attended both Sussex County Community College and Stockton University where he majored in Criminal Justice. An eight year veteran of the New Jersey Army National Guard where he continues to serve as a Combat Engineer, Officer Gallagher is also a graduate of the 96th Morris County Police Academy Basic Police Class and holds a Baccalaureate degree from Stockton University in Criminal Justice. Following a brief period of field training instruction, Officer Gallagher will be assigned to the Courthouse Security and Prisoner Transport Unit. Jesse Bambrick A 2008 graduate of Kittatinny Regional High School, Sheriff’s Officer Bambrick holds an Associates of Arts Degree in Criminal Justice from Sussex County Community College where he graduated from in 2011. A nine year veteran of the New Jersey Army National Guard where he continues to serve as a team leader of an Infantry Squad, Officer Bambrick is also a graduate of the 96th Morris County Police Academy Basic Police Class. While attending the Police Academy, Officer Bambrick placed 2nd in Marksmanship amongst his fellow recruits. Following a brief period of field training instruction, Officer Bambrick will be assigned to the Courthouse Security and Prisoner Transport Unit. Khanai Powell A lifelong resident of Sussex County and a 2014 graduate of the Sussex County Technical School, Sheriff’s Officer Powell attended Montclair University where he studied with a major concentration in Psychology and a minor concentration in Criminal Justice, ultimately earning a Baccalaureate Degree. A New Jersey Army National Guard veteran, Office Powell is also a graduate of the 96th Morris County Police Academy Basic Police Class. While attending the Police Academy, Officer Powell received the Physical Training Award for demonstrating athletic excellence amongst his peers. Following a brief period of field training instruction, Officer Powell will be assigned to the Courthouse Security and Prisoner Transport Unit. Mark Bollmann A 2012 graduate of the Sussex County Technical School, Sheriff’s Officer Bollmann also studied at Sussex County Community College. A nine year veteran of the New Jersey Army National Guard where he continues to serve as a Combat Engineer, Officer Bollmann is also a graduate of the 96th Morris County Police Academy Basic Police Class. Following a brief period of field training instruction, Officer Bollmann will be assigned to the Courthouse Security and Prisoner Transport Unit. Justin Bellis A lifelong resident of Sussex County and a 2011 graduate of High Point Regional High School, Sheriff’s Officer Bellis also studied at Sussex County Community College. A 10 year veteran of the Frankford Township Volunteer Fire Department where he continues to serve as a Firefighter, Officer Bellis has also previously served as a 911 Operator and Emergency Dispatcher in the Sussex County Sheriff’s Office Communications Center. Officer Bellis is also a graduate of the 96th Morris County Police Academy Basic Police Class. Following a brief period of field training instruction, Officer Bellis will be assigned to the Courthouse Security and Prisoner Transport Unit. Immediately following swearing in the new hires, Sheriff Strada congratulated each of them, welcomed them all to the agency, and wished them success in their careers. < Back Drug paraphernalia discovered on prisoner during transport Arrested: Shannon H. Foley, age 22, of Newton and Herbert W. Whitesell III, age 31, of Frankford Township, NJ. Previous Next On Friday, March 29, 2013, while assigned to fugitive transport duties, sheriff’s detectives Kieran McMorrow and William Lunger were assigned to pick up Shannon Foley and Herbert Whitesell from the New Jersey State Police barracks in Netcong and transport them to the Keogh-Dwyer Correctional Facility. The New Jersey State Police had arrested both of them earlier that day. Foley was the subject of an outstanding Superior Court warrant and Whitesell was the subject of several municipal court warrants. Further investigation revealed Whitesell to be in the possession of several hypodermic syringes and a glass smoking pipe with cocaine residue. Whitesell and Foley were both transported to the Keogh-Dwyer Correctional Facility and lodged without incident. Herbert Whitesell was issued multiple summonses for possession of drug paraphernalia and issued a future court date to appear in Newton Municipal Court. He remains lodged in the Keogh-Dwyer Correctional Facility in lieu of $6,377. Shannon Foley remains lodged in the Keogh-Dwyer Correctional Facility without bail.

< Back Thank You First Responders ​ Previous Next On behalf of the Sussex County Sheriff's Office and Office of Emergency Management, I would like to thank all of the First Responders who responded and assisted at the plane crash in Hampton Township. Starting with the New Jersey State Police, who with the assistance of their aviation unit, located the plane wreckage in a remote wooded area in Hampton Township. What followed was a large response from multiple agencies. These agencies included but were not limited to the New Jersey State Police, New Jersey State Police Office of Emergency Management, Sussex County Sheriff Office of Emergency Management, Sussex County Fire Marshal Office, Sussex County Haz-Mat team, Hampton Township Fire Department, Stillwater Township Fire Department , Fredon Township Fire Department, Lafayette Fire Department, Ogdensburg Fire Department, Highland Lakes Fire Department, Frankford Fire Department and the New Jersey Forest Fire Service. I would also like to recognize and thank the Sussex County Communications Center for ensuring that all the resources that we needed were dispatched to the accident site. Since the wreckage and the victims were located in a remote densely wooded area it made the recovery extremely difficult and challenging. Working in collaboration, the agencies were able to recover the victims and assist the NTSB with the recovery and removal of the aircraft from the woods. The First Responders, almost all of who are volunteers, spent close to 2 days assisting at the accident site. Although we all wish the outcome was better, these volunteers worked tirelessly to recover the victims and the aircraft. As the County Emergency Management Coordinator, it is comforting to know that the volunteers in Sussex County are ready and willing to respond to any emergency that we may face. I thank all of you for your assistance at the crash site and your continued hard work and dedication to your communities. < Back Woman arrested for attempting to fake drug test Arrested: Theresa Lavin, age 27, of Sussex Borough, NJ. Previous Next On Wednesday, September 28, 2011, while assigned to the Motor Vehicle Commission in Newton, Sheriff’s Officer Scott Haggerty observed Christina Talmadge operating a motor vehicle. Knowing her driving privileges to be suspended, Sheriff’s Officer Haggerty stopped Talmadge’s vehicle. Further investigation revealed she was also the subject of an outstanding warrant from Frankford Township Municipal Court. Sheriff’s Officer Haggerty immediately took Talmadge into custody and transported her to the Sussex County Sheriff’s Office where she was processed, given a future court date and released on her own recognizance.

< Back Fugitive jumps out window to evade arrest, captured anyway Arrested: Russell Decker, age 29, of Sussex Borough, NJ. Previous Next On Wednesday, December 5, 2012, sheriff’s detectives Matt Caine and William Lunger located Russell Decker at his residence in Sussex Borough. Upon hearing detectives Caine and Lunger identify themselves, and correctly surmising there was an outstanding warrant for his arrest, Decker jumped out of a second floor window and ran away from the residence to escape capture. Detectives Caine and Lunger, along with multiple other sheriff’s officers, several New Jersey State Police troopers, and a sheriff’s K-9 unit were deployed to the area but were unable to locate Decker. An additional warrant was subsequently issued for Russell Decker charging him with resisting arrest by flight and obstruction of the administration of law. Five days later, on Monday, December 10, 2012, detectives Caine and Lunger again located Russell Decker at his residence in Sussex Borough. Decker again attempted to evade capture, this time by hiding underneath his bed. Decker was located under the bed and taken into custody. Further investigation revealed a small quantity of marijuana on his person. Decker was issued summonses for resisting arrest and possession of under 50 grams of marijuana and given a future court date to appear in Wantage Municipal Court. Decker was transported to the Keogh-Dwyer Correctional Facility where he remains lodged in lieu of $10,000 bail with no 10% option.

Previous Next On Friday, September 21, 2012, Sussex County TRIAD will be hosting a law enforcement seminar for seniors at Selective Insurance, 40 Wantage Avenue in the Borough of Branchville from 8 a.m. to 12 noon with a free continental breakfast included. The seminar will include classes on home security and computer safety and a demonstration by the Sussex County Sheriff’s K-9 Unit. Seniors will have the opportunity to meet with law enforcement officers and county personnel to gather information on current crimes affecting seniors, facts to combat unwarranted fear of crime, problems faced by seniors and programs that are offered by the Sussex County Division of Senior Services. < Back Arrest at Newton MVC for outstanding municipal warrants Arrested: Alexander M. Urena, age 33, of Andover Boro, NJ. Previous Next On Tuesday, March 8, 2011, while assigned to the Newton Motor Vehicle Commission, Sheriff’s Officer Scott Haggerty encountered Alexander Urena. Further investigation by Sheriff’s Officer Haggerty revealed two outstanding municipal court warrants previously issued for Urena. Sheriff’s Officer Haggerty immediately took Urena into custody. Urena was lodged in the Morris County Correctional Facility on $1,100 bail.

< Back SCSO mourns the passing of search & rescue K-9 K-9 Blaze had an 8-year career with the sheriff’s office. Previous Next Sheriff Strada is deeply saddened to announce the unexpected death of our search and rescue dog, K-9 Blaze who died suddenly, but peacefully, in his sleep over the weekend. A former service dog for the visually impaired, “Nate” was training at the Seeing Eye in Morristown when he was adopted by Lt. Ellicott in April of 2008. A gentle, docile, dog, “Blaze” as he was renamed by Lt. Ellicott, was so peaceful that he actually had to be taught how to bark. It was this calm, yet playful, demeanor that made him ideally suited for search & rescue work. Upon the completion of his initial training, K-9 Blaze became a certified search & rescue dog on October 19, 2008. Throughout his 8-year career with the Sussex County Sheriff’s Office, K-9 Blaze responded to, and assisted in the location of, over 40 missing juveniles, adults and seniors throughout Sussex County and the surrounding area. Sheriff Strada joins the men and women of the Sussex County Sheriff’s Office in mourning the passing of K-9 Blaze and our thoughts are with Lt. Ellicott and his family.

Strada announces the implementation of the Blue Envelope Program with the Sussex County Sheriff’s Office Previous Next Sheriff Michael F Strada announced that the Sussex County Sheriff’s Office will be implementing the “Blue Envelope Program”. This program is designed to assist officers with recognizing and assisting people who are on the Autism Spectrum or may have other sensory issues while making traffic stops. The blue envelope is resealable and a convenient place to keep all driver documents. It contains instructions for both the driver and the interacting officer in the event of a traffic stop. Sheriff Strada understands that a simple motor vehicle stop can be traumatizing for those individuals who are on the spectrum or have sensory issues. This Blue Envelope Program will make the interaction easier for both the individual and the officer.
